Preparing for Awaab’s Law: How Home Group Is Improving Visibility, Control and Evidence for High-Priority Repairs
Home Group, one of the UK’s largest housing associations, has gone live with a new high-priority repairs process designed to strengthen compliance following Awaab’s Law.
Awaab’s Law requires social landlords to act within strict timescales when reports of damp, mould and other serious hazards are raised – and to prove what actions were taken, when, and by whom.
For large landlords, that means the challenge is not just fixing problems quickly, but having a clear, auditable record of every step in the process.

The Challenge
Home Group already tracked repair issues such as damp and mould, but the previous system relied heavily on manual notes and workflows, which came with potential issues. With Awaab’s Law now in force, Home Group needed enhanced controls, clearer reporting and a more reliable evidence trail.
The Solution
Working with Manifest, Home Group introduced a new category of “high-priority” repairs, starting with damp and mould. The new approach:
Ensures that high-priority repair jobs cannot be closed or abandoned without recorded escalation
Logs every access attempt and follow-on action
- Retains evidence for audit and oversight
- Gives staff a unified view of progress and accountability
The process currently applies to high-priority damp & mould jobs – other types of compliance-sensitive repairs will be added over time.
Manifest worked with Home Group as a delivery partner, shaping both the process and the technology needed to support it. Workshops with repairs, IT, compliance and contractor teams helped translate Awaab’s Law requirements into something the systems could actually enforce.
The Results
The change was delivered using Manifest’s Universal Adapter – the integration layer already in place at Home Group. Because of that, the solution didn’t require a new platform, a big procurement exercise, or contractor-side redevelopment. Instead, Manifest was able to:
- Build the new high-priority rules into the existing repair and contractor workflows
Add new controls without substantially changing Home Group’s core housing system or mobile apps
- Apply the same governed process to both the live DLO and, in phase two, the external contractors.
- Make the design flexible enough for Home Group to add new repair types later without the need for consultancy
Deliver faster and at lower cost by extending what was already live
The Universal Adapter turned policy into process, and process into system behaviour – giving Home Group the control and evidence Awaab’s Law now requires.
Home Group now has a fully recorded, auditable trail for every action taken, supporting full compliance with Awaab’s Law. High-risk repairs are clearly flagged and monitored within the system, and evidence is captured and stored in a way that stands up to regulatory and audit scrutiny. The risk of repairs being closed without full visibility has been significantly reduced, and the model can be extended to new repair types without major redevelopment. Overall, repair workflows are now aligned to governance and compliance requirements, helping reduce organisational risk.
What’s Next
Home Group will extend the same high-priority model to tier 1 contractors for other repair streams beyond damp and mould, creating a consistent, auditable way to manage risk across its portfolio.
Home Group’s approach shows that responding to Awaab’s Law is not just about faster repairs – it’s about proving that every reasonable step was taken to protect residents, making that proof part of the system rather than leaving it to chance.
